비행훈련의 목적
비행훈련의 목적은 기본적인 airmanship skills 을 얻는데 목적을 두고 있다. Airmanship이라고 함은 비행의 원리, 지식, 경험, 지상과 공중에서 비행기를 조작하는 능력, 그리고 안전과 효율에 있어서 최적을 찾는 능력, 경험이라고 이야기 할 수 있다.
비행기 조작은 자동차 조작과 많이 비교되나 비행기의 조작은 3차원 환경에 놓여 있기 때문에 자동차 운전과는 많이 다르다. 그렇기 때문에 비행훈련을 하게 되면 지식적은 것들과 motor skill 을 발전시키게 된다.
- Coordination: 비행을 하게 되면 손과 발을 같이 움직이게 된다. 이것은 자동차의 액셀, 브레이크와 비슷하게 생겼으나 역할은 다르다.
- Timing: 부드러운 비행을 위하여 적절한 input 을 비행에 적용할 수 있어야 한다
- Control touch: 비행기 운전 시 기본적으로 속도에 따라 저항이 달라서 control pressure 가 달라진다.
- Speed sense: 엔진에서 들리는 소리, 풍음, 주변시야, 속도 게이지 등을 통하여 속도 변화를 인지할 수 있어야 한다.
비행훈련의 기본은 Safety 에 있다. 그리고 이것은 비행훈련을 하는 학생에게만 있는 것이 아니라 비행교관에게도 있다. 그렇기 때문에 비행을 하면서 안전한 비행을 하기 위한 습관을 길들여야 한다.
모든 비행기는 그 비행기종에 따른 특성이 있다. 기초 비행훈련에 있어서 모든 비행기종에 대한 특성을 익히는 것에 목적이 있는 것이 아니다. 오히려 파일럿으로써 지식, 경험, 스킬, 그리고 safe habits 를 키우는데 그 목적을 둔다. 이런 습관을 들여 놓게 되면 다음 더 복잡하고 high performance airplanes 를 익히는데 도움이 된다. 그렇기 때문에 비행훈련의 목적은 a safe and competent pilot 이 되는데 있다.
FAA의 역할
The Federal Aviation Administration (FAA) 은 civil aviation 에서의 안전을 증진하기 위하여 safety standards 를 만든다. 이런 규정은 the Code of Federal Regulations (CFR), formerly referred to as Federal Aviation Regulations (FAR)에 규정되어 있다. CFR 의 14번째, chapter 1(14 CFR) 에는 Aeronaucis and Space 에 관하여 기재되어 있으며 이는 여러 카테고리로 분류되어 있다.

14 CFR part 21
procedural requirments for issuing airworthiness certificates, airworthiness approvals for aircraft and aircraft parts.
Airworthiness certificate 의 경우 비행기내에 보이게 전시되어 있어야 한다. 종류는 the normal, utility, acrobatic, commuter or transport category and for manned free balloons 가 있다. A standard airworthiness certificate remains valid as long as the aircraft meets its approved type design, in in a condition for safe operation and maintenance, and preventative maintenance and alterations are performed in accordance with 14 CFR parts 21, 43, and 91.
14 CFR part 39
Airworthiness Directives (ADs) 의 발행에 관해서이다. ADs 는 비행기, 부품, 컨디션 등의 unsafe condition 이 존재할 때 또는 같은 디자인의 다른 제품을 발전 시킬 때 생기게 된다.
14 CFR part 61
pertains to the certification of pilots, flight instructors, and ground instructors. It prescribes the eligibility, aeronautical knowledge, flight proficiency training, and testing requirements for each type of pilot certificate issued.

the medical standards 등에 대하여 명시
14 CFR part 91
- outlines aircraft certification and equipment requirements. maintenance, preventive maintenance, and alterations 에 관해서. 그리고 100-hour, annual, progressive, and other required or approved inspections 에 대하여 issue.
- the minimum equipment required for flight, the Airplane Flight Manual/ Pilot's Operating Handbook (AFM/ POH) 에 airworthy 를 위한 장치를 기재.
- the Type Certificate Data Sheet (TCDS) 에 대해서도 기재
- general operating and flight rules 에 대해서 기재
